Governing Council (GC)

The Institution has a Governing Council (GC) which is the governing body of the Institution. The council is headed by a Chairperson, with the Principal as the Secretary.

Members of the Governing Council

The Council is composed of the following members.

  1. Chairperson;
  2. Vice-Chairperson
  3. One person representing each institution to which the institution is affiliated in case of affiliation.
  4. Two persons having made personal contributions to the development of agriculture, industry, technology, education or commerce in Uganda, one of whom shall be a woman;
  5. A representative of the District Council in which the Institution is situated;
  6. The Principal and Deputy Principal of the Institution;
  7. A representative of the Ministry responsible for Higher Education;
  8. A representative of the Ministry responsible for Information and Communication Technology;
  9. Two representatives of the academic staff of the Institution one of whom shall be a woman;
  10. A representative of the non-teaching staff of the Institution;
  11. Three representatives of the Student’s Association one of whom is a woman;
  12. A representative of the alumni of the Institution.

Functions and Powers of Council

The Governing Council is the governing body of the Institution. Therefore, the Council exercises the general management of the affairs of the Institution and general control of the property of the institution.

The Governing Council is responsible to the Board of Directors.

Committees of the Council

The Governing Council currently has four (4) committees that help it to effectively perform its functions. However, the Council may appoint such other committees and sub-committees for the efficient functioning of the Council as it may deem necessary. The Committees of the Council include:

  1. the Appointments Committee;
  2. the Student’s Affairs Committee;
  3. the Planning and Development Committee;
  4. the Finance Committee.

The Governing Council may delegate any of its functions or powers to any committee.

The Governing Council is responsible for prescribing the powers, duties, and procedures and other terms and conditions of service of the committees that it appoints.

All committees of the council include among others, representatives of the Academic Staff Association, the Students Association, and the non-teaching Staff Association. This is done so as to ensure the balance of power.
