The Librarian

The Librarian is the head of the Library and Information Services Department at San Institute of Computing, Management, and Information Science (SICMIS). The office is responsible for the planning, organization, development, and management of library resources and services to support teaching, learning, research, and innovation.

The Librarian ensures that the library remains a vibrant center of academic excellence, providing access to relevant information resources and technologies in line with the Institute’s mission and vision.

Duties and Responsibilities of the Librarian

The Librarian performs the following duties and responsibilities:

1. Library Administration and Management

  • Provide strategic leadership and direction in the management and development of the Institute’s library and information services.
  • Develop and implement library policies, procedures, and service standards.
  • Supervise library staff and coordinate their professional development and performance appraisal.
  • Prepare and manage the library’s annual budget and ensure efficient use of resources.

2. Collection Development and Resource Management

  • Plan and oversee the acquisition, cataloguing, classification, and maintenance of library materials.
  • Develop balanced and relevant collections in both print and electronic formats to support academic programs.
  • Maintain an up-to-date library database and ensure accessibility of all library holdings.
  • Liaise with academic departments to identify resource needs and support curriculum development.

3. Information Access and User Services

  • Ensure that all students, faculty, and staff have equitable access to library resources and services.
  • Provide reference, circulation, and information literacy services.
  • Design and deliver user education programs to promote effective use of information resources.
  • Support remote access to digital collections and databases.

4. Digital Library and ICT Integration

  • Lead the development and maintenance of the Institute’s digital library and institutional repository.
  • Integrate modern information and communication technologies (ICTs) into library operations.
  • Manage electronic databases, subscriptions, and access platforms.
  • Promote open access and use of digital learning resources.

5. Research and Scholarly Communication

  • Support faculty and students in accessing research materials, publications, and data.
  • Facilitate bibliographic services, reference management, and plagiarism detection tools.
  • Promote awareness of copyright, academic integrity, and proper citation practices.
  • Support publication, archiving, and dissemination of institutional research output.

6. Library Environment and Facilities

  • Ensure that the library provides a safe, comfortable, and conducive learning environment.
  • Oversee maintenance of library equipment, furniture, and ICT infrastructure.
  • Implement effective space management and ensure accessibility for all users, including persons with disabilities.
  • Promote an environment that fosters independent learning and collaborative study.

7. Collaboration and Networking

  • Establish and maintain partnerships with other libraries, research institutions, and professional bodies.
  • Facilitate resource sharing through library networks and consortia.
  • Represent the Institute at local and international library forums.
  • Collaborate with faculty to embed information literacy into academic programs.

8. Policy, Planning, and Reporting

  • Develop and periodically review library strategic plans and policies.
  • Prepare regular reports on library performance, usage statistics, and development needs.
  • Contribute to institutional planning, accreditation, and quality assurance exercises.
  • Ensure compliance with national standards for academic libraries.

9. Innovation and Continuous Improvement

  • Lead initiatives for the modernization and automation of library systems.
  • Promote innovation in library service delivery through technology and user engagement.
  • Regularly assess user satisfaction and implement improvements based on feedback.
  • Encourage lifelong learning and research support within the Institute community.
