Director ICT and Library Services

The Director of ICT and Library Services provides leadership and strategic direction in the management, development, and integration of information and communication technologies (ICT) and library services at San Institute of Computing, Management, and Information Science (SICMIS). The Director ensures that ICT infrastructure, digital resources, and library services effectively support the Institute’s academic, research, and administrative objectives.

The position reports to the Principal and works closely with Deans, Heads of Department, and other directors to advance the Institute’s vision of being a Center of Academic and Professional Excellence in Computing, Research, and Innovation.

Roles and Responsibilities of the Director of ICT and Library Services

The Director of ICT and Library Services performs the following functions, among others:

1. Strategic Planning and Leadership

  • Provide strategic leadership in the planning and implementation of ICT and Library Services to support institutional goals.
  • Develop and implement ICT and Library strategic plans aligned with the Institute’s overall strategic objectives.
  • Oversee formulation and enforcement of ICT and library policies, standards, and procedures.
  • Ensure ICT and library operations support teaching, learning, research, and administration.

2. ICT Infrastructure and Systems Management

  • Oversee the design, installation, and maintenance of institutional ICT infrastructure, including networks, servers, and data systems.
  • Ensure system reliability, data integrity, cybersecurity, and user accessibility.
  • Manage ICT support services for academic, administrative, and research functions.
  • Plan and implement upgrades and innovations in hardware, software, and network systems.
  • Ensure regular data backups, recovery plans, and disaster recovery systems are in place.

3. Library Services and Information Resources

  • Supervise the operations of the Institute’s Library and ensure the development of both physical and digital collections.
  • Promote access to up-to-date learning and research materials, databases, and e-resources.
  • Ensure library automation, digital cataloguing, and user-friendly access to online resources.
  • Foster integration between ICT systems and library platforms for seamless information delivery.
  • Support students, faculty, and researchers in effective use of library and information resources.

4. ICT Integration in Teaching, Learning and Research

  • Promote e-learning platforms, virtual labs, and digital content development.
  • Provide technical support for online programs, learning management systems (LMS), and blended learning initiatives.
  • Facilitate adoption of emerging technologies that enhance academic delivery and institutional competitiveness.
  • Support faculty in the integration of ICT tools into curriculum and research activities.

5. Cybersecurity and Data Management

  • Develop and enforce cybersecurity policies to protect institutional data and systems.
  • Ensure compliance with national ICT regulations and data protection laws.
  • Monitor ICT systems for security breaches, vulnerabilities, and misuse.
  • Promote user awareness and training on cybersecurity and ethical ICT usage.

6. Budgeting, Resource Management and Procurement

  • Prepare and manage budgets for ICT and Library Services.
  • Ensure efficient utilization of ICT and library resources.
  • Supervise procurement and installation of ICT equipment, software, and information resources.
  • Establish partnerships with vendors, ICT providers, and content distributors.

7. Human Resource and Capacity Development

  • Supervise ICT and library staff to ensure efficiency, teamwork, and professional excellence.
  • Identify capacity development needs and organize staff training in emerging technologies.
  • Promote professional development through participation in ICT and library associations and conferences.
  • Foster collaboration and innovation within the ICT and library teams.

8. Policy Implementation, Monitoring and Evaluation

  • Ensure implementation of ICT and library-related institutional policies.
  • Monitor performance indicators for ICT and library service delivery.
  • Conduct regular evaluations of ICT systems and library operations to improve efficiency.
  • Prepare reports on ICT and library performance, challenges, and recommendations.

9. Collaboration and Partnerships

  • Collaborate with Deans, Directors, and Heads of Department to align ICT and library services with academic needs.
  • Establish partnerships with national and international ICT organizations, research networks, and library consortia.
  • Represent the Institute in forums related to ICT, library science, and higher education technology.

In fulfilling these responsibilities, the Director of ICT and Library Services ensures that San Institute remains at the forefront of technological innovation and information management.
